This summer, community leaders celebrated the groundbreaking of Sugar Hill on Stone, a transformative new affordable housing development in Tucson’s historic Sugar Hill neighborhood.
This 66-unit development represents a critical step in the City’s $50 million HUD Choice Neighborhoods Implementation (CNI) Housing Strategy. It will provide critical housing for families and individuals, particularly those transitioning from the aging Tucson House, on a previously vacant and abandoned site.
Sugar Hill on Stone reflects a broader commitment to reinvesting in historically underserved communities and ensuring all Tucson residents have access to safe, affordable housing.

Tucson Mayor Regina Romero, joined by Ann Chanecka, Director of the City’s Housing and Community Development (HCD) Department, led the ceremony alongside El Pueblo Housing Development and Gorman & Company.
Key Features
- 66 affordable apartments for households earning up to 50% of the Area Median Income (AMI) across three- and four-story buildings.
- One-, two-, and three-bedroom layouts to meet a range of family needs.
- 37 units prioritized for residents relocating from the Tucson House.
- Walkable access to the Donna Liggins community center, Doris J. Thompson Park, and near Pima Community College- Downtown Campus, and major public transit corridors.
- Completion anticipated by October 2026

As the third residential development by El Pueblo Housing Development, Sugar Hill on Stone embodies the City of Tucson’s larger vision for neighborhood revitalization driven by the community itself. The development aims to strike a balance between modern, affordable housing and cultural preservation, as well as neighborhood cohesion.

The Power of Public-Private Partnerships
This project was made possible through the collaboration of local government, nonprofit developers, private investors, and community stakeholders.
Major funding includes:
- Low-Income Housing Tax Credits (LIHTC) from the Arizona Department of Housing
- LIHTC equity from Boston Financial (syndicator) / Freddie Mac
- Debt financing from Vectra Bank Colorado
- $500,000 in additional city support through non-federal grants
