Every April during Fair Housing Month, we’re called to reflect on the heart of one of America’s fundamental rights, stable housing free from discrimination. For many individuals, whether due to age, disability, or mental health challenges, access to safe, stable housing isn’t guaranteed. These special populations face compounding barriers in the housing market; addressing them is central to our mission.
Expanding access to affordable housing solutions is a mainstay of Gorman & Company. However, we’re challenging ourselves and our partners to move beyond an expansion lens and focus on the permanent supportive services that sustain housing options.
Gorman & Company’s integrated approach, from development to design, construction through long-term management, ensures our communities support more than housing, offering residents dignity, stability, and a true sense of home.
Supporting Seniors to Age in Place.
Throughout our history, we’ve worked on over 20 senior housing projects featuring over 2,100 units, offering seniors a secure and quality community to age in place. One recent example is Tucson House, a historic high-rise marking the Tucson skyline that is currently undergoing a $200 million rehabilitation to improve housing quality for seniors. The renovation is expected to be completed in 2028 and provide 358 modern, affordable apartment homes for residents aged 55 and older.
The Fair Housing Act protects seniors from housing discrimination, and Tucson House is a model of why these protections are critical. Originally built in the 1960s, the historic 17-story public housing structure is a community staple. That’s exactly why Gorman & Company, along with its partners like the City of Tucson, El Pueblo Housing Development, and more, collaborated closely with Tucson House residents before construction began and offered to temporarily relocate them to units on floors where construction had not yet started, ensuring they could move back into new, updated apartments without ever having to leave the home or city they love.

What is Permanent Supportive Housing?
In 2025, Gorman & Company opened Centerline on Glendale, Arizona’s first affordable housing community financed using state low-income housing tax credits with permanent supportive programs. These on-site supportive services, led by Gorman & Company’s Resident Services Team, help ensure that residents feel safe and empowered no matter their challenge, to build brighter futures, access better jobs, and become active participants in their community. At Centerline, the local nonprofit Local First Arizona offers entrepreneurial residents training in the food industry through its incubator program in Centerline’s commercial kitchen.
Other programs provide rental assistance for individuals who are formerly homeless, disabled, or living with severe mental illness, allowing residents to pay no more than 30 percent of their income toward rent. There is also a waitlist preference for these special populations.
These qualities make Centerline on Glendale one of the largest supportive housing developments in the nation.
