Our Indiana Market

Gorman & Company’s expansion into the Indiana market began with their Public Housing platform’s rehabilitation of Carolyn Mosby Tower in Gary, Indiana. The Carolyn Mosby Community is an existing eight story development consisting of 136 one-bedroom and six two-bedroom, beautifully updated and ADA compliant units. Originally constructed in 1970, the former Public Housing project underwent a rehab in place for the older adult community (55+) within the building and now serves those living within the income groups of 30% – 60% Area Median Income (AMI).

Looking ahead, our work in Indiana will continue to emphasize historic adaptive reuse, urban infill, and a Public Housing redevelopment, each adding to the strength and diversity of the state’s affordable housing portfolio.

Bluffton Senior Apartments

Bluffton Senior:
TDC: $14,395,000

Bluffton Senior Apartments will offer 46 affordable homes for seniors and individuals with disabilities earning 30%–80% AMI. The development will include one and two-bedroom units, with 11 units reserved for residents with developmental or intellectual disabilities.

Bluffton Family Townhomes

Bluffton Townhomes:
TDC: $13,820,000

Bluffton Family Townhomes will add 40 affordable townhome-style units for individuals, families, and residents with disabilities earning 30%–80% AMI. The community will include one, two, and three-bedroom homes, with 10 units reserved for residents with developmental or intellectual disabilities.

Supportive services for this multigenerational community will be provided by Bi-County Services, Resident Resources Network, and Affordable Housing Corporation. The amenities will feature a licensed YMCA childcare center, community room, walking trail, greenhouse and garden, public art installations, outdoor patio and grill area, and a playground.

Indiana & Florida Market President

Meet Trent

Trent Claybaugh joined Gorman & Company in 2021 as the Development Manager for the Wisconsin market. In this capacity, he sourced and managed a variety of affordable housing projects throughout the state. In 2023, he was elevated to the position of Indiana Market President and currently serves both Indiana and Florida markets.

Prior to beginning his tenure at Gorman & Company, Trent worked as an asset manager for Wisconsin Housing Preservation Corporation. Before pursuing a career in affordable housing following graduate school, he worked as an analyst for a Fortune 500 company in Minnesota.

Trent received a Master of Public Affairs degree from the University of Wisconsin – Madison and a Bachelor of Science degree with a major in economics and a minor in mathematics from the University of Minnesota – Twin Cities.

Cassandra Bishop
Sr. Development Project Manager

Cassandra is the Senior Development Project Manager on our Florida, Indiana, and Public Housing teams working on all phases of development from site selection to stabilization. She coordinates due diligence of land and financial closing, and bridging communications between development, architecture, construction, and property management. Cassandra holds a BS from UW Green Bay in Business Administration with an emphasis in Marketing.

Duane Buscher
Senior Financial Analyst

Duane, Senior Financial Analyst, focuses on underwriting LIHTC projects. He works with Market Presidents & Construction Accounting at all stages of development to evaluate feasibility and conduct proforma analysis.

He previously worked as an Underwriter for the Missouri Housing Development Commission. He holds a BA in Psychology and a master’s in Urban Planning from the University of Kansas.

Rachel Snethen
VP of Development Operations

Rachel oversees development & marketing along with the EB-5 Regional Center. She provides training, mentorship, quality assurance, and best practice implementation. She manages efforts between funding partners through closing, construction, and stabilization.

Rachel has an MBA & B.S. in Management & Business from Franklin University and Associate Degree in Real Estate from Madison College.
