Centerline on Glendale is a transformative mixed-income development delivering 368 units of high-quality, sustainable housing to a historically underserved area of Glendale, Arizona. Designed to serve households from 0% to 80% of Area Median Income (AMI), the project provides critical housing for families, seniors, Veterans, individuals with disabilities—including those with Serious Mental Illness (SMI)—and individuals experiencing homelessness. Over one-third of the units are subsidized through project-based rental assistance, with 80 units offering a Veteran preference and 70 units reserved for SMI households through partnerships with the City of Glendale and AHCCCS.

Backed by unanimous support from the City of Glendale, Planning Commission, and Maricopa County Board of Supervisors, Centerline on Glendale was made possible through a collaborative funding strategy. The deal leveraged Low-Income Housing Tax Credits (LIHTC), $6 million in ARPA SLFRF funding from Maricopa County, project-based vouchers, and Arizona’s state tax credit program (S.B. 1124)—a pioneering financing tool which received bipartisan support. The development also benefited from CDBG funds, development fee rebates, and zoning entitlements. With a strategic location near transit, employment, and healthcare—including a new FQHC operated by Mountain Park Health—Centerline on Glendale represents a replicable model for inclusive, community-focused development that delivers lasting impact.

Gorman & Company, in partnership with the City of Tempe and The ARM of Save the Family Foundation, is developing Valor on Eighth which will provide affordable housing as well as extensive supportive services for female Veterans and Veteran families with children. What sets this Veteran housing development apart is that most others in the valley target single males while Valor on Eighth is built for individuals and families alike. Our supportive service provider, Save the Family Foundation, will be providing on-site services focused on the needs of our residents, including before and after school care, computer training, job training and search assistance, credit and financial counseling, as well as many other services. Hill Street School Apartments is a transformative adaptive reuse project located in Globe, Arizona—a historic community 90 miles east of downtown Phoenix, perched at 3,500 feet above sea level. With a population of just over 7,000, Globe’s identity is rooted in its mining origins and rich cultural heritage. The city was named after a globe-shaped piece of pure silver discovered in the area, and today, mining, ranching, and tourism continue to anchor the local economy. A significant portion of Globe’s population—22%—is aged 65 and older, many of whom have lived in the community their entire lives. As these residents look toward retirement, the demand for affordable senior housing far exceeds availability.

Hill Street School Apartments answers this need by repurposing the historic 1920 Hill Street School into 64 high-quality, mixed-income apartments for seniors aged 55 and older. By combining federal Low-Income Housing Tax Credits (LIHTC) with Arizona’s newly established state tax credit program (S.B. 1124)—one of the first rural projects to access this groundbreaking resource—Gorman & Company delivered a financially efficient solution that honors the community’s past. With studio, one-, two-, and three-bedroom units available to households earning between 30% and 60% of the Area Median Income (AMI), along with market-rate options, the development fosters an inclusive, supportive environment. This project not only preserves a beloved landmark but also offers residents a dignified and accessible home where they can age in place among lifelong friends and neighbors.

The Arizona Market in Detail

Gorman & Company is a recognized innovator in Arizona, having developed the state’s first LEED Platinum senior housing community. They remain the only developer in Arizona to complete eight Rental Assistance Demonstration (RAD) projects—with more underway—and to secure two Choice Neighborhoods Initiative (CNI) grants from HUD: a $30 million award for community redevelopment in Phoenix and a $50 million grant for Tucson.

Sally Schwenn

Arizona Market President

Meet Sally

Sally is a local multi-family expert, specializing in the acquisition and disposition of affordable housing for over two decades. She most recently served as a Managing Director of Newmark Grubb Knight Frank in Phoenix. Prior to that, she was a founding partner of Crown West Commercial Real Estate where she and her partner brokered nearly 13,000 units of multi-family housing, most of which involved complex affordable housing transactions with a variety of federal, state, and local financing sources.

Sally’s career-long focus on originating new multi-family transactions serves her well in her role as Arizona Market President. She has extensive experience in navigating local government issues and regularly represents public sector, private sector, and non-profit sector clients in her work. She brings a unique perspective and background to our diverse leadership team. Sally received a Bachelor of Business Administration degree in Finance from Southern Methodist University and holds a Real Estate Broker’s license in Arizona.

Sally has served on numerous boards and committees for many local non-profit organizations including Junior League of Phoenix, Combined Metropolitan Phoenix Arts and Sciences, Child Crisis Arizona, and Cystic Fibrosis Foundation.

Samantha Cheatham
Development Coordinator

Samantha began working at Gorman & Company as an intern in September 2023 and now serves as the Development Coordinator for Gorman’s Pacific Northwest and Arizona markets, coordinating documentation and due diligence items for various developments in Oregon, California, and Arizona. Samantha spent recent years as a Supportive Housing Manager for an affordable housing nonprofit in Phoenix, AZ. She holds a Bachelor of Business degree from Thunderbird School of Global Management.

Zach Johnson
Director of Housing Finance

Zach is Director of Housing Finance, providing oversight & support on financing structure and HUD processes, primarily focusing on Gorman’s Public Housing Authority relationships.

Zach has led national deal structuring and financial underwriting. He has extensive experience with RAD & HUD programs, concentrating on projects with LIHTC. He received his BA in Finance from UW Whitewater.

Dan Klocke
Director of Development

Dan helps manage the continued growth in the Arizona Market. He began collaboratively working on behalf of the Downtown Phoenix Partnership to seek out potential affordable housing development opportunities within Phoenix.

Dan brings extensive experience working with local governments & boards of directors coordinating development strategies for revitalizing affordable housing communities.

Maureen Nesvacil
Development Coordinator

Maureen is the Development Coordinator for the Arizona market. She began working at Gorman in 2021 as a leasing intern while attending UW Madison where she earned her Bachelor of Business Administration in Real Estate & Urban Land Economics and Marketing.

Maureen supports the AZ team by coordinating due diligence and documentation for financial closings and tax credit applications. She is continuing her professional development through NDC Training courses.

Rachel Snethen
Director of Development Operations

Rachel oversees development & marketing along with the EB-5 Regional Center. She provides training, mentorship, quality assurance, and best practice implementation. She manages efforts between funding partners through closing, construction, and stabilization.

Rachel has an MBA & B.S. in Management & Business from Franklin University and Associate Degree in Real Estate from Madison College.
