Alexander Lofts in Milwaukee, WI

Alexander Lofts

Completed in 2017, Alexander Lofts is a mixed-use redevelopment located in Milwaukee’s historic Mitchell Street district. Gorman & Company partnered with the City of Milwaukee and the Milwaukee Public Library System to transform the former Hills Department Store—originally opened in 1907 as the Lion Store by Russian-Jewish immigrant Isaac Goldmann—into a vibrant community asset. Utilizing Historic Tax Credits, the project preserved the architectural character of the building while creating a new public library branch on the ground floor and 60 market-rate residential apartments above.

The renovation included 52 apartment units in the main building and 8 townhouse-style units in a separate rear structure. The development was completed in collaboration with Gorman Architectural and Gorman General Contractors, and is managed by Gorman Property Management. Alexander Lofts exemplifies Gorman’s expertise in adaptive reuse and historic preservation, delivering high-quality housing and community infrastructure through strong public-private partnerships.

 

Sherman Park Commons in Milwaukee, WI

Sherman Park Commons

Sherman Park Commons was the result of collaboration with the Sherman Park Neighborhood Association and Milwaukee Department of City Development. This project saves the historic Jackie Robinson Middle School and provides a much-needed catalyst for the neighborhood to maintain its forward momentum.

Landsby Ridge in Mount Horeb, WI

Landsby Ridge is a newly developed 51-unit mixed-income apartment community located at 400 W. Garfield Street in Mount Horeb, Wisconsin. This thoughtfully designed property offers a mix of one-, two-, and three-bedroom units—14 one-bedrooms, 25 two-bedrooms, and 12 three-bedrooms, including five market rate units—serving individuals and families with household incomes between 30% and 60% of the area median income (AMI). By integrating affordability with high-quality housing, Landsby Ridge addresses the growing need for workforce housing in the region.

Meet Ted

Since joining Gorman & Company in 2007, Ted Matkom has served as Wisconsin Market President and General Counsel, playing a pivotal role in shaping the company’s impact across the state. Under his leadership, the Wisconsin team has built a strong track record of collaborating with statewide housing authorities to modernize and revitalize public housing portfolios—delivering innovative, community-driven solutions that respond to evolving housing needs.

A recognized thought leader in affordable housing and neighborhood revitalization, Ted is deeply committed to strengthening underserved communities. Since 2010, he has been at the forefront of redevelopment efforts in Milwaukee’s 30th Street Corridor, working to transform challenged neighborhoods through strategic investment, cross-sector partnerships, and sustainable development practices.

Ted’s vision, legal expertise, and on-the-ground engagement continue to guide Gorman & Company’s work in building equitable and resilient communities throughout Wisconsin.

Duane Buscher
Senior Financial Analyst

Duane, Senior Financial Analyst, focuses on underwriting LIHTC projects. He works with Market Presidents & Construction Accounting at all stages of development to evaluate feasibility and conduct proforma analysis.

He previously worked as an Underwriter for the Missouri Housing Development Commission. He holds a BA in Psychology and a master’s in Urban Planning from the University of Kansas.

Amberlee Ohlsen
Development Coordinator

As a Gorman Development Coordinator, Amberlee Ohlsen supports Gorman’s Wisconsin team in a range of capacities including funding applications and financial closings. Prior to joining Gorman, Amberlee was a Sr. Project Coordinator on a real estate team for a large molecular diagnostics company in Madison, WI. She has a degree in Integrative Health Sciences and is currently enrolled in the CAPM Program through PMI.

Rachel Snethen
Director of Development Operations

Rachel oversees development & marketing along with the EB-5 Regional Center. She provides training, mentorship, quality assurance, and best practice implementation. She manages efforts between funding partners through closing, construction, and stabilization.

Rachel has an MBA & B.S. in Management & Business from Franklin University and Associate Degree in Real Estate from Madison College.
